The project “Building Sustainable Services, Jobs and Organisations“ is being carried out within the Eu Exchange 4 Programme in the the municipalities of Žabari and Žagubica. Partners on the project are local service providers, Centre for Social Care from Žabari and the Association for the Development of Žabari Municipality, as well as the Centre for Social-Economic Development from Jagodina, which provides expert support for the development of social services.
The project aims at establishing sustainable and high-quality „home care“ services for old persons and securing new jobs in the social service sector.
The project provides “home care” services by the Centre for social care Žabari and Association for the Development of Žabari Municipality. The aim of “home care” service is to support the users in performing their regular daily activities, in order to improve the overall quality of their lives. “Home care” service is designed for old persons with physical and mental limitations that disable them to live independently in their homes without receiving regular care, supervision and support in performing everyday activities. It particularly applies to those with no or insufficient family support. The service will be establishment and organized according to national standards for service providers, and will meet all the criteria set for the licensing procedure, which involves the training and employment of geronto-housewifes and expert personnel and providing equipment such as computers for the staff and two vehicles for the transport of geronto-husewifes to the users, one for each municipality.
Expected results are the following:
- At least 106 persons older than 65 years, out of which 59 or more in Žabari and 47 or more in Žagubica, will be using the “home care” service.
- Home care services will be provided by 21 persons in both municipalities. 17 Geronto-housewifes will be employed, 9 in Žabari and 8 in Žagubica. Two persons will work on the conjoint jobs of a driver and superintendent, one in each municipality. The duties of a mandatory expert work organized according to national standards will be performed by an expert – psychologist, one in each municipality;
- Social care service affiliated with the Centre for social care Žabari and the Association for the Development of the Žagubica municipality will be established, developed and licensed.
- Sustainability in providing social services in 20015 will be secured through Municipality of Žabari and Municipality of Žagubica budget plan, as well as through co-financing of the service by wealthier users.
The project is one of the most ambitious efforts in the field of social care at the local level in Serbia in the field of establishing a lasting, sustainable and high quality social care for old persons. In both municipalities social services “home care for old persons” will be established in accordance with the national standards of social care. The organizations providing the services will be licensed during the procedure that is being carried out with the relevant Ministry for Social Care. Providing services according to the national standards and by licensed organizations will guarantee the quality that has been met only in two cases so far in the whole of Serbia, i.e. up to now only two organizations providing home care for old persons have undergone the licensing procedure. The municipalities of Žabari and Žagubica, in accordance with the Social Protection Law and the demands of the project they agreed upon, will enable the sustainability of the “home care” services after the project ending, which will make these services entirely sustainable and permanently available for the users.
The realization of the project started on February 3, 2014 and will last until February 3, 2015. The overall budget of the project is 175.042,40 Euros, out of which 155.787,74 Еuros is the contribution of the European Union, while 19.254,66 Еuros has been secured by national participation.
